People, don't laugh at the Milanese bishop; that attitude saved millions of Italians throughout history.
Think of the period when the North-East was under the Austrians (where my parents come from); the censor was very harsh. Think of the Fascist period: you had to wear a mask in order not to end up in the camps.
I could go on, but this "OK, they make the rules in their favour, so we'll bend them so they work in ours" -- it's not the ideal, but it works.

@Sennuba You spelt it right. To faff or faff around means to spend a long time on meaningless preparations, and never seem to get to the actual action.

@Amiduffer Nope, one of his letters, called "number 54" (but probably not by Oggy himself) it was to Januarius, Bishop of Naples, not Milan as erroneously recounted here.
