You still have to buy them, yes. These days, they're included with Doom II if you buy it on Steam.

The reason the gamma is so high is likely because that massive, circular room is so ridiculously dark that if he didn't set it that high, you wouldn't be able to tell what the hell's going on, especially with the usual quality of YouTube videos. ;)
