I think it was meant to have that low quality feel to it, reminds me of the sublime videos. They seem to have that affect to spark a remembrance or a certain emotion. I know when I see this video in this quality, it actually makes me feel more in touch with the scene, feels like I'm there or have been there myself. So in my opinion, the low quality was a good choice for the song. Just my 2 cents.
