A core mechanic of the faded sun setting is the lack of permanent cities. Instead as players secure areas it will entice refugees to move into those areas and to set up shop and offer their services; moving out if players let the area fall back into danger or if another outpost has a better offer for them. This is a demonstration, so the NPC's have debug text above their head hence they're saying what they're doing.
