SOOOOOOO painfully annoying was wondering how to get rid of that voice in an urgent matter, that came out of nowhere, after clearing up my cache and cookies, turned out IT WAS INDEED the GOOGLE TOOLBAR HELPER ADD-ON in INTERNET EXPLORER 9. Problem resolved at last. THANKS FOR THE TIP!!! :)

@elvis459 Sorry to hear that it did not work for you. I know all fixes don't work for every situation, but this one has worked for me and many other people that I know. Please post back and help others if you find another solution that works for you. I kow it has only been a week since I found this, but I have not had any issue with it since doing this and I wsa getting "the voice" at least once a day, sometimes more.

Whom ever decided it was a "cool" idea to EMBED this into the google toolbar code should be fired, taken out to the parking lot, shot, dismembered and fed to stray dogs...
Ive lost count of how many times my wife has threatened with divorce because this god damn thing blares out in full volume in the middle of the night when im trying to check my mail!

To stop the horribly annoying message when you have the Google Toolbar installed; go to Tools > Internet Options > Programs > Manage add-ons > Toolbars and Extensions and disable the Google Toolbar Helper. You don't have to uninstall the toolbar, just disable the toolbar helper.
Hope this helps...it took me about 10 minutes of internet searching to find the answer.
