You all must realize that this was a parody he did of himself... He accidentally used the term "internets" (trying to make it a plural) to refer to the many places school children accessed the internet in a previous debate, so in this debate, he made a little joke about it.
He kind of made it obvious with the word "uh" and the pause.
I'm not saying he was a good president, but he sure as hell wasn't dumb. There's a reason he went to Yale and Harvard. (long before his family had political power)
