80's Nickelodeon Short Cartoon

This short cartoon used to air on Nickelodeon in the 80's. Try as I might, I cannot find a name for this cartoon. I found it on an old tape. One name appears on the credits before it cuts out and even looking up his name I couldn't find anything.

Good Lord! I have been searching for this for 20 years! I do remember seeing it on TV and the music was by Dixie Dean! Thank you for posting!

I'm sure I saw this before. I just couldn't remember it until now! Would you have any other obscure shorts that aired on Nickelodeon? I seem to vaguely remember one about an animated parade or band passing through a desert, which was really the inside of an hourglass.
