What's the significance of the chord which always precedes the four notes? To me it sounds like an exclamation mark.

Exclamation mark, yes. Reveille function (wake up!) consisting of the transscansion's four constituent notes.

Some say it's 5 notes. It's FOUR notes! "'Intel Inside': 4 syllables, so 4 notes", as Walter Werzowa, the jingle's composer said. More to it than that, though on my website (tagg dot org): click Audiovisual, then Note under the Intel clip link.
