is this considered a hit and miss engine? like they used to use in the old days.

An "oil engine" is the type which uses a hot-bulb vaporizer. The fuel pump sprays the fuel into the hotbulb vaporizer where it is vaporized before the piston reaches the top of compression- at that point the compressed air/fuel takes fire and forces the piston down.

No, this is a throttle governed engine. It fires regularly with the governor controlling fuel delivery and therefor speed.

In the days before electricity was available everywhere this type of engine was used to provide power for factories, pumping water for municipalities generating electricity for areas where public power wasn't available and numerous other applications.
