not sure how many exactly, but I know that Ruby lost about half of his HP after the Lucky 7s finished.

lucky 7s is only available when a character reaches that level of HP. indeed.

to fight with ruy weapon i have to defeat emerald first right? because in my ff it don't have his tail to find and start the fight

no not at all. you can fight the two weapons whenever you want once you unlock them. emerald weapon i think is unlocked once you acquire the submarine. ruby weapon appears once ultimate weapon is destroyed.
