It is something fun and meant to be celebratory. I don't think it is a big deal if a bunch of foreigners want to pack themselves onto a train. Anyone who does not appreciate the party can wait a mere 5 minutes for the next train. The only true negative is that a few of the party goers take it to far by ripping posters off the wall. The people I saw causing the most damage were young japanese men who weren't dressed and were taking advantage of the situation to go crazy.
