The ideal setting would be the New York High School of the Arts (or any high school where there was a sizable drama department).
The gimmick for the show is that the fights would be "real." The skill of the actors would determine the outcome of the fight, so nothing is known. Characters may also "die" at any time.
Fans of Josh Whedon's "Buffy the Vampire Slayer" or BBC America's "Robin Hood," I think would like this. People who like sword fights will love the show. (There is also an idea for the DVD market I'll mention later.)
I think the budget could be kept low using city streets and internal shots of studios turned into dojos and offices, and internal shots for the other world. For external shots on the other world, you could use Europe, New Zealand, and even places in the United States.
The way we would begin is with "Year 0."
For Year 0, we would get all the interested students together and put them into four groups: Those who could act and had physical prowess (the stars), those who could act and no physical prowess (earth cast), those who could act and are "ugly" (Adrena cast), and people with physical prowess but no acting ability, the kill team (stunt guys).
The purpose of the show is to allow the actors the chance to explore and try different storylines that they feel comfortable with, to test their limits of ability and help them improve their skill.
The point of the show is not to glorify violence or gang behavior, but to make example of it. Show what it does, what it causes to communities.
For the fighting style, I would bring in several experts to develop a style that would be "realistic" and work with the digital film format. (The stars of History Channel's "Human Weapon" I would approach first.) Pro-Wrestling trainers, stage combat instructors, ballerina dancers even.
If the show gained success and viewership, I would want to expand the casting process to teenagers around the world, not just the U.S.
The "feeling" of the show would be a "reality show." The dialogue would be improv (think like HBO's "Curb your Enthusiasm") and not get into ridiculous language or uncommon words. The language would be of the streets, natural.
The emotional impact of the stories of the show is that the audience would watch characters start out as social outcasts, join and be accepted by a group becoming soldiers, and then become leaders towards the end. So three phases of the character, three different aspects of a character.
I feel bad for you, I really do. Your ideas suck.
