Warming lamps is a good idea! Often, a light bulb in a smallish area is all that's needed to keep the area warm. Kittens, of course, have trouble regulating their body temp anyway, so extra help would be needed.

Install hot lamps if your animals are outside, some of my friends kittens got brain dammage because it was -35C without wind.
