it is questionable because it's a matter of degrees. Suppose instead of 3000 dead, on 300 died on 9-11, would the US still be justififed in invading Afghanistan? What about 30?

Supposing a Burmese guy came to America, shot up 7 people, then went back home and the govt. there refused to extradite him, would the US be justified in invading? Would it be justified in atleast dropping a couple of bombs?
