Generally, the S. Koreans are very passionate about peace but they also know that a strong military is the only thing that can maintain peace in the peninsula.

One last thing, the only reason south korea still want american force presence is the political reason. North korean army is no match to south korean one. south korean military is one of the finest in the world(ranked somewhere between 7th-10th) while north korean military is a collection of museum stuffs.

Good thing that South Korean military began to replace those old combat helmets..

they are, however, the 2nd largest military force in the world, atleast their marines are

Also, you should note that South Korea is one of the countries that are working on the next generation assault rifle(not sure what they are called and whether they finished it or not) and currently working on improvements of personal equipments. You can't say that a nation that currently developed the most advanced mbt and built Aegis cruiser on their own don't want to spend money on high tech weapons. South Korean Military is actually geared with some of the most high-tech weapons in the world.

South Korea pretty much based their modern military structure right off the American's. Since the cease fire on the 38th parallel. But I think Koreans have come a long way.
