@truthtofind And if DoD or intelligence agencies regard this domain as sensitive, they likely use some of that 1/3 to control the development of the field and its public presentation.
Even if mind decoding technology were developed by the private sector the Invention Security Act of 1951 allows the technology to be classified by government. The source of the invention doesn't matter. This, coupled with national security letters, assures that the public can't easily know the reality.

I wish I could believe that this video is an accurate assessment of the limits of technology to extract information from the brain. The problem is that it doesn't take into account classified technology.
