I figured out the point of the commercial...

its a Japanese version of Rapunzel, and instead of a fake mom she has a fake dad, and she is told to cut it, because a man comes for her, and she does and her love ends up being dad, thats why the hair was bleeding because of his guts on the concrete below the tower.
