I don't think it's black technology. In order to operate the systems of these flying objects, you would need a tremendous amount of computing power. We probably don't even have that computing power today, let alone in the 60's. And no goverment can just come up with some magical super computing chip out of the blue. Look at how computer technology is evolving. There is a doubling every 2 years and there's no way the government had the computing power needed, available in the 60's
