Ive heard that too... That its about a bum down on his luck,... I totally disagree with that interpretation. Its about anyones potential to be down on their luck and anyones potential to rise out of it... Whether money changes hands in this endeavour, I dont think the song makes any suggestions.

I always listen to this album when i'm going through an episode of depression. I've always appropriated the meaning of this song to be about depression, i'd be interested to hear what others think. I've seen folks in the comments say it was about manic-depression specifically or about a guy trying to get someone to lend him money when he's in trouble.
