actually some fishermen saw the gun equipments and stuff moving into the city by boat before the attack like before a month ago and fishermen sent letters to government but government didn't do anything

The Indian Navy cant check every boat that enters their seas. There are so many fishing ships alone that this is made impossible. Do you think that they are patroling around stopping every single boat in the sea? Ofcoarse not! no navy does this. Some will approach suspicious vehicals, but that only accounts for a very small percentage of all of them so the chances of stopping one isvery very low.
