Street Fighter II Movie (Sega Saturn JPN) - Anime

No, not the game based on the horrible live action movie ("Quick! Change the channel!" - Zangief) but rather an interactive anime movie. Bison/Vega sends a cyborg to collect data on the various fighters. You "control" this cyborg by watching anime cutscenes and "scanning" the action to learn how to fight. Eventually you can fight but it's nothing special and makes up such a small part of the game.
For the bulk of the game you will be watching and since this is a Japan only release it's all in Japanese. In other words, the game is kind of a waste if you can't understand Japanese.
Shown here is the intro and a short clip of "gameplay." Sadly, I didn't get a clip of the fighting since my save data was deleted when my battery died and I wasn't about to play through it again. Just imagine Street Fighter 2 but just a little off.

I saw a lot of all new extra animated scenes that were not in the movie, like chun li throwing a Kikoken when Fighting vega in his apartment, unfurtunatelly they were removed from the channel I saw it at. I wish I could find all of these clips again , they looked awesome.

lol i didnt know seth was in this game. Maybe they used that reboot as a foundation for seth character design, even though he is pretty generic looking.
