He says "The World", because it is the name of his stand. Named after the Tarot Card "The World". It is also the cause for his time stop, in Part One he was a normal vampire.

from what I know he meant to say "My World!"

When he uses that attack he turn the affected place into his world where he is the only one who can move, or as we see it, "Time stop"
