It makes sense. In every corrupt govmnt, they WANT people to be addicted so that they can buy medication. Perpetual addictions mean perpetual money. It's like having a credit card. They WANT you to be in credit debt. If they didnt they would offer you all that cash which isnt your to begin with. They then keep your nuts in a vice, and you end up paying interest on top of what you owe.

Money makes turns people into scumbags.
