I bet Harper's glad that he doesn't need to worry about his speeches too much anymore. If the Canadian people, through their representatives in Parliament, try to do something that he doesn't like, he has several ways that he can prevent them from doing so:

1. Prorogue Parliament - several times if necessary.

2. Deny Parliament a vote on an important issue, such as the extension of Canada's stay in Afghanistan.

3. Get his Conservative senators to strike down bills passed by the House of Commons.

I am an American, but I find nothing strange about them saying the exact same thing, especially because at this time they were pursuing the same policy of using military force to disarm Iraq. So what if the speech was handed to them by Bush? It's their decision to read it just as it is.
