haha, this is something my bulldog use to do when he was little.. he still does it as an adult, but he's not as bad!

Did you try with a different leash or he's just stubborn stubborn?
Well... When he's some bigger you can try so other methods "a la Cesar Millan". Like that of using a leash on the upper neck part... That guy makes wonders with that :|
