This is video of a restored 1930s era Signal Service Corporation fixed 4-way traffic signal displaying what was known as the single yellow overlap display sequence.
The clear light at the bottom of the signal was designed to illuminate the center of the intersection. If the signal failed, the light would be turned on and a police officer would stand beneath it, making him more visible. The officer would direct traffic until the signal could be repaired.

Those are pretty fancy cut-away visors. Wish they were still used.
