No this message should not only be heard by Blacks, they could apply to anyone, which is why it's on this site.
However, it's particularly directed at African Americans. Why? Because according to the latest H.U.D statistics Black homeowners are targeted more than any racial group by scammers.
Scammers target African Americans because they find them more trusting and less informed on home improvement issues. I want to educate ... not to discriminate.
