i believe this is a fake.
at 00:12 in the video you can see a different type of sparks coming from the top of the device. this is a first fire ignition system and that is slightly beyond the skill of a hobby pyro. its the same way that shooting eggs did theres.

brewers lactose is used to sweeten wines etc , you should be able to buy it in 500g bags or more from home brewing websites, pot chlorate i got from uk chemical website.
