One needs to realise that the Baganda as a people have a right to secession if they feel like it? They can do this through a referendum! And for Mr/Ms. Muheesi the mornachy in Buganda is not governed by the King autonomously! The Lukiiko decides and advises the king accordingly! He accepts and the prime minister implements! It is not a dictatorship as you imply! That is why the institution is so popular among the people!
Buganda does not use force they try to resolve issues amicably . Anyway I will refer u to the 1995, or the Odoki constitution, when Buganda started advocating for this, the result was the so called decentralisation, this was objected to then. The notion of a United Africa will always be the pursuit of finest minds of Africa. Pan Africansism has existed since the strugle for african independence.
Gaddafi was only a proponent of this noble cause.
Life in diaspora has reinforced my conviction that Africa will only rise to its potential by braking from the colonially formed states into bigger regional economic and political powerful states.
