Game issue

Not entirely sure whats going on here. My Fps is fine, my latency is fine, i've checked all my addons.

This seems to also be linked to a delay on abilities after my cooldown/GCD has finished that escalates relative to the CD length of the ability (eg: the cooldown of shieild wall is 2 minutes, i get a delay after its ready of about 10-20 seconds, where as an ability such as shield block has a delay of around 3-5 seconds).
