Cops on camera are funny! They know so little about the law that when they are being filmed they usually don't do anything because they can't remember what they are actually allowed to do! They are just too used to being able to make up laws and BS on the spot. On camera they are just thinking, "WTF do we do now? Can we beat them? I don't know! Let's just leave."
