According to the UN's Intergovernmental Panel on Climate Change, developed country emissions, including the US, must peak and begin to decline by 2015. The alternative is nearly beyond comprehension. An irreversible downslide resulting in global mass extinction, overpopulation, dying oceans, climate change, toxic saturation of the biosphere, warfare over water and political destabilization.
As it now stands the 200 nations of Planet Earth are about to become 200 lifeboats.
Can the US join the international effort to hold global warming to the low end?

Enact a phased-in, federal tax shift from income to non-renewable energy. (Not a new idea)

This tax shift will be revenue neutral for the government, individuals and families. It will create a REAL incentive for energy conservation and entire tiers of renewable energy projects will become economically viable.
Let's "change the rules," similar to patent laws, and let the market decide the answers.
