They are required elements (such as two-spin catch blind) and the judging is very strict. That is the short program and it's required...then the contestants do a freestyle routine where anything goes...search on youtube for Hollie nielson, Seishi Inagaki, Jennifer Marcus, Keisuke Komada, Chiharu Tachibana, etc, to see world level freestyles

That is the short program... whats in place of compulsories. Senior Level A twirlers have to do a short program.
There are set movements. For example the four elbow layout, and the 4 1/2 back neckrolls, and the 2 turn catch left in a lunge.
There are also "freestyle" counts, where the twirler have sections coreographed... but they have set rules as well
It may seem easy, but they are marked hard. It has to be perfect!
