She violated the rules of the forum by having the sign there. If she abided by the rules and put the sign away, nothing would have happened. If you violate the rules of a place, the host has the right to remove you. it's called PROPERTY RIGHTS.

She then refused to put the sign away upon being told and the refused to leave upon being told(trespassing - crime). Bottom line: She deserved what she got for violating the rules and the rights of the townhall meeting.
