I believe that you should always Skype/video-chat before you meet someone in person from the internet. Then you can partially determine if you two would have chemistry and if the person is that from their pictures.

That is a pretty good idea except some people are really AWKWARD on video chat, because they feel like they're being put on the spot. So I guess it shouldn't be a make or break.
