This behavior is known in dog-circles as a "smile." It's a submissive behavior that intelligent dogs display (commonly seen in corgis, border collies, ect). Dogs do this behavior when people or themselves are overly excited. It's a way of saying, "I'm happy and you're happy, but can we please calm down now?" My parents dog does it every time he is greeting someone he knows well and loves. A smiling dog isn't usually an annoyed dog. Sometimes they can be trained to smile on command.
