Well Actually its not just that, the term VEXEL comes from PIXEL, referring to the way in which it is made, a Vexel is only a rasterized Vector. Photoshop CS4 as well as other versions have vector capabilities only Illustrator is focused around that, while Photoshop is focused on more things as Pixel editing.
I Like the Vexel, i learned a few things looking at the video.

basically vexels are made in photoshop and vectors in illustrator or corel draw.You can resize vector without loosing any quality
