Ugh !!.. whenever you use a government or other site to reference bills in congress or the senate please remember to use the proper congress number. The bill numbers 'rewind' every year. Example: Currently we have the 110th Congress assembled. Alot of the Bills this guy posts in these videos are for the 109th Congress. You can have 50 bills with the same number...just from different 'congresses'.

Legalized abortion has had no statistically significant effect on the birth rate. Although, there is a strong correlation between legalized abortion and increased conception rates. Basically, the birth rate has been increasing at a somewhat constant pace since the 1972 (before that it was declining); Roe v. Wade's(1973) contribution was only to add another option for birth control. Search U.S. birth rates.
