This tune is an excerpt of 华丽 (gorgeous or ornate depending on translation ) sorry I do not know the composer. Mei Chen plays it nicely, the whole tune runs for about 9 minutes.

I'm pretty sure that this is a Japanese song called "Hanayangi" (The Greening), which is available on an album entitled "Japan: Kabuki and Other Traditional Music".
