Brionic's effect doesn't effect both players just the owner's deck right ?

It doesn't do anything to either player's deck... it can return any cards on the field to the hand.

What?
Thought Ruler can only negate the effects of spell and trap cards, and only if that spell or trap card targets just one psychic type monster and nothing else.
