@HydrogenNeutral That's actually wrong, Samuel is the one that was supposed to give you the gasmask and comment on the combine's air exchange and tell you what it's doing to the atmosphere, Cheaple is just used to play roles of citizens seen far away, it's a low res model, hence the name " CHEAPle"

This was Cheaple, a beta citizen from Half Life 2. You were supposed to meet on the train to City 17. He told you that you needed to wear a respirator to survive Earth's toxic fumes that were produced by the Combine. This concept was meant as a tutorial level, but was removed because it meant that every character in the game would need to wear a gasmask to survive, which broke the art style. There are still signs that say "Wear your respirator at all times" in the final game.
