I'm not so sure about that last part. I mean, M.A.S.H. aired from 1972-1977, and what we see here could easily be a case of a downgraded visual quality from archival footage.
I certainly don't doubt that M.A.S.H., as a landmark series, has undergone a digital restoration, and I will acknowledge the striking similarity between the Garfield/Odie in the video here and the mash footage, but you should remain open to the possibility that the age of the film was not faked.

Pretty good analysis. One nitpick; the dog whistle does make a sound; it just happens to be one that people (as well as cats, apparently) can't hear,but dogs can hear.
As for what happened afterwards, I think Jon indeed did try to train Odie, but after Garfield's repeated blowing of the whistle, Odie now hates that noise and refuses to be trained in that manner.

Do you suppose that maybe Jon also thought the whistle was broken and that's why it was on the ground in the first place? That John and Garfield would BOTH think it was broken? That would, as they say, "Double the Fun," the word "fun" here standing in for "comedy." Of course, Odie, being mute, is unable to register any kind of response, which is ultimately tragic. I don't think this strip is funny at all, it turns out.

John keeps his house pretty tidy. I think the dropping of the whistle was an honest mistake. If it were broken, it would be in the trash, knowing John. Obviously, I'm making the assumption that the strip takes place at the house. But think about it... if they were somewhere else, what are the chances Garfield would find a whistle. Let's just take it as being set at the house as a given, or else our musings will become purely academic.

I know Garfield doesn't use story archs, but do you think that the whistle could eventually return in a strip without explanation, or do you think it will just confuse people?

you definitely need context. i'd use a three to five strip interlude -- one or two devoted to flashbacks max -- to broach the storyline. but i'm not Jim Davis, no what i'm saying?
