The Thalmor Robes are supposed to function as a disguise, however this does not work even as an Altmer. This is because only the Hooded Thalmor Robes have this effect. You can obtain one from the wizard upstairs. It is also possible to smuggle these robes into the embassy and use them as disguise.

Wearing the Hooded Thalmor Robes will act as a disguise for non-beast races and make sneaking around easier. Imperials, Bretons, Nords and Redguards can avoid detection at a distance, Dunmer and Bosmer can get closer, and Altmer can stroll around without question. In fact, Altmer blend in so well they can even tell guards to leave their posts, making it easy to get into the solar. However, due to a developer oversight this function generally doesn't actually work
