The 2.8L "Cologne" V6 engine would be replaced by the rather ancient 3.3L "Thriftpower" L6 (an engine first used in the original Mustang) in May 1979 due to short supplies of the former. The 2.8L would see new life in the Ford Ranger compact truck and its Bronco II SUV derivative, being upgraded to 2.9L for 1986.

Yes, but in 1979 it was carbureted. After being dropped from the options list for years 1980-82, the 2.3L turbo returned in 1983 with fuel injection; a hotter version of the same engine would grace the Mustang SVO from 1984-86, but it didn't sell since the SVO ironically more expensive than the Mustang GT with its revered 5.0L V8.
