Its just in-game video capture , like if you have it enabled from the options you can press f2 ( can' remember f2 or f3 ) and it will record the game from past 1 minute , then just edit it with in-game video editor and save it on your pc .

@raphaelavorodrigues Install Gta IV 1.0.4 patch and go to menu > Graphic > Vehicle density and change to whatever you like ( you can also turn off the cars and peds , just install gta iv 1.0.4 trainer ) there is also 1.0.6 and 1.0.7 patches but i don't use them cuz they will make your pc lag...
