The Orinda City Hall provides office space for a number of public services, such as the city's administrative offices and the police department. In fact, it was designed to stringent criteria as an essential-use facility. It is also a radical exercise in seismic design innovation. The building features a hybrid wood-and-steel frame. The rocking steel-braced frames represent the latest generation of restoring systems. Vertical post-tensioning cables provide restoring forces and minimize permanent deformation. Fusible elements at the base of the frame absorb energy. If they deform, they can be unbolted and replaced. In addition, the structure was designed for a LEED Silver rating. More than 50 percent of the cement in the building concrete was replaced with slag. Orinda City Hall illustrates that designing for seismic durability increases a building's lifespan, minimizes construction costs, and reduces carbon impact over time.
