I heard they sometimes mate in the ocean, but immediately return to fresh water after. Apparently these eels predominantly live in South America and would not be an issue in the United States unless someone artificially planted one in the Mississippi or something.

electric eels only live in south america and they only live in fresh water which means rivers and lakes. It's also worth pointing out that the electric eel isn't really an eel but rather a knifefish and it has more in common with carp and catfish then it does with true eels.
