The 'crime' of robbing drug dealers, scaring them, beating them...that's what a functioning Penal System is supposed to do but fails to. How about a Stephen French for Rapists, Animal Abusers, Child Abusers and general scum who make neighbourhoods miserable. Penal system so pathetic you can see more public drive for instant neighbourhood retribution etc. The signs and examples of it are growing as criminals are never punished or deterred adequately.
