Welcome to the joke. This was a real bill that was created, the presentation is to show that congress is actually passing a law/act trying to make some forms of rape be considered less than others. Pretty much ignorance at it's finest. The presentation is needed to display exactly what we're talking about. also, a major part of the joke you left out is senator todd akin's comment that a woman cannot get pregnant from rape because her body "shuts down". therefore, the video is "advocating" rape as a method of birth control.

being drugged is a forcible rape. I think by legitimate he meant rapes such a statutory rapes, which are not always forcible, and some times can be two consenting people. Statutory rape is only rape by law. If a 14 year old - and a 18 year old have consensual sex, but it is rape because they are 4years apart, but it is not legitimate because the 14 year old consented to the sex.
