California voters have said loudly and clearly that they do not want race-based quotas, preferences, or discrimination in public contracting, employment, and education. Voters wrote that mandate into the California Constitution by enacting Proposition 209 in 1996.
But the big-government bureaucrats at the California Department of Transportation (Caltrans) are acting as if the voters never spoke, and as if the Constitution doesnt mean what it says.
Every time I drive over a bridge the first thing I think is "How many one armed, bisexual, Lithuanians worked on this project?" Ahhh! We're a nation of individuals, not groups, thus we're free and successful. It takes little prescience to see this will end in good people not being hired and incompetents getting pay to do nothing.
